Francois Hollande was opening the Paris to Bordeaux high-speed rail when the gunshots were heard.
Video footage shows him pause, looking over to the area from where the sound came from, and then continue his speech.
The incident is understood to have occurred when the soldier’s safety catch failed causing the bullet to hit a cocktail waiter and another bystander.
He is understood to have been moving to a new position from 330 feet away when the shot was fired.
According to the Mail Online, the soldier, who is from a special platoon in charge of police protection, had left his safety catch off.
The officer was lightly injured, and so was the cocktail waiter.
